Why Iloilo suffered from great flood?

There’s a lot of rumored stories have been heard in the street. Why the City of Iloilo in the Philippines suffered from the great flood? Someone told me this story, I’m not sure if it’s true and where the stories came from. It looks similar to the rumored story before in Ormoc City it also suffered from flash flood happened many years ago. The story flows like this and happened somewhere in the City, there was a mysterious man asked for a water to drink to the people on that place. That mysterious man is very thirsty.
